“Can this machine play 4k video on a Samsung 40" 4k TV? Just returned a computer that only had a refresh rate 30hz. It plays video kind of OK but does have the lag do to the refresh rate. I think I need more like 60hz. What is the refresh rate on this?”

4k video is very intensive. You may be able to run it but I would think you need something similar to a GTX1080.
