Yes. It is.
Otterbox is one of the best cases around.
Maybe only case better is Lifeproof.
I use Otterbox on my S24 Ultra as well. I've also purchased seperate screen protectors as well. Otterbox doesnt cover the screen.

Yes it’s awesome! I tend to drop my phone a lot and it’s protected it from hard cement floor in garage. I also have zag screen on my phone as well and I have had to replace zag screen from those drops but never any damage to actual phone or screen. The case curves around the screen and prevents screen from hitting floor directly. Now obviously if you drop it on a bumpy non even surface, it could possibly hit your screen, but that would be the same for many thin cases. All my drops have been approx 3ft Height… I know a lot of cases will tell you it is shock resistant from a certain height, but no idea on how it’d do from those heights and hope I don’t have to find out. Do know it’s survived hitting the pavement and sliding about 5 ft across my garage.

The frame is, yes. Also, it has raised edges to protect the screen incase it is dropped perfectly "butter side down".
