• In the Philip hue app (not the sync app) you can set the light strip to a set color (see attached)

• Not sure on the bluetooth part but if you have a hue bridge you can control it via the hue app and make it any color you want when it is not in sync mode via the hue sync app.

• By default, you control the color and brightness. The feature you mentioned where it matches the color of the TV requires the Hue Sync box (not included).
