• The packaging of the box has 2 plastic sections, 2 celebration packs an an extra pack per plastic section, it’s so all the packs won’t shift around, that is why it looks like there’s only 2 celebration packs.

• Just keep checking back. They had a few ETBs available on 10/22. Pikachu V-Union comes with 4 celebration packs, they're just behind the packaging.
