“Will this allow me to turn the TV 90 degrees? I want my TV to be flat against the wall, but when I watch it it would need to be turned 90 degrees so that the TV is perpendicular to the wall.”

Unfortunately no not quite. It's about 45° before it will hit the wall. Well on my 65" tv anyways.
