You don't pay any fees for the Roku itself, but you do need to pay for Netflix or HULU or whatever other service you want. Many of the channels are completely free. Get online and search for Roku channels. You can also filter them by free or pay.

You are paying for the box and download apps to stream shows and movies via Netflix, Amazon Video etc. You will need to have those subscriptions in order to view video, but there are plenty of free channels too.

You only pay for any subscription services you want to add like Netflix, Amazon Prime, Hulu, etc...Many networks have a free app on Roku or may require a one time log-in using your cable subscription username for free access.
