Im sure you can pair your earbuds to your laptop. Ive never connected my phone through BT. If your wanting to listen to music or videos anything that is on your laptop you can listen to or play without an internet connection being its stored on your device just like it is on your phone. If you want to search the web you would need a hotspot from a phone. I think you can purchase a hotspot device through your wireless provider. Of course they would charge you a plan for the monthy portable hotspot and pay however much for the device monthly. My mom had an iphone 6 and was able to use it as a hot spot. If your phone doesnt have the capability the cheapest way is to go your wireless provider and change your plan, upgrade, your phone if you can. I upgraded my mother from the 6 to the 14 for an extra 10 a month. Idk how old your phone is but it sounds like its not a smart phone. Smartphones even come with prepaid plans and you can purchase a plan that comes with hotspot GB If its pre paid you could just go to to a provider and get a phone for free just pay the taxes that day on the phone and choose a plan for 55$ a month and it comes with unlimited voice and text plus 40 to 50GB hotspot included. If you dont have a smartphone then you need one anyway but to answer your question. Yes you can pair you earbuds to your laptop as long as the content is downloaded to your laptop and music/videos and saved movies off your streaming services from your phone you can download them to your laptop and still watch or listen to whatever is on it. You can also connect your phone with a charging cord. Transfer your files to laptop.you would need to do that while you have wifi for your laptop to connect while doing so. This may have helped. If you have a flip phone you def need to get a smartphone anyway.
