“Can this tv be configured so that the close captioning comes on automatically when the sound is muted? On my other samsung tv UN32J525DAFXZA the only option for closed captioning is on all the time or off all the time.”

Yes, the close captioning can be turned on with a couple of quick clicks on the remote, and it remains on.
