“Wifi question If I have an iPad set up with my phone provider and play videos on Netflix with the iPad, can I play the Netflix on my iPad and use the screen mirroring to watch Netflix on the tv without wifi in the house or will I need to get wifi in order to use this feature?”

You will need WiFi and an Apple TV in the house. The iPad uses your wireless network to mirror it's image to your Apple TV, which is then shown on the TV screen.
