Not necessarily. It's a smart remote that is able to learn to be used for most other devices. It had no problem being used for my DIRECTV box. You can most likely use it as a universal remote for most devices but I'm sure there are some limitations.

I haven't used the Samsung remote to control any other devices.

I use a Logitech Harmony 700 to control a number of devices (TV, UHD BluRay player, cable box, CD player, AV Receiver). It's highly programmable (from a PC). The main thing that it lacks is voice control.

It's currently on sale for $50 at BB.

The smart remote has done a good job "learning" my other devices except the Roku.
