• No they dont and yes HDR does give a better picture

• Not all televisions have HDR and yes there is a noticeable difference between HDR and non HDR. I have owned both and the difference is night and day. Keep in mind that you must be using 4k content to take advantage of your 4k television. Netflix has 4k now so does Amazon as does ps4 pro (the reason i bought this television).
