Supposedly, yes. Those who have paid off their contracts with one carrier can now request another carrier to unlock their phones. This is part of the new law called the Unlocking Consumer Choice and Wireless Competition Act signed while Obama was President. Phones older than 2015 might only be able to be unlocked by international carriers. My understanding is that this option covers newer iPhone, Android devices, Windows Phone, and BlackBerry, but bottom line, if I were you, I would click on the Best Buy chat window or call your carrier to be sure all is good with the model of your choice.
