• Mine went from 40 to 20. Then you need to add the cost of the phone payment per month ...about 8 bucks.

• I just verified thru Verizon that the line access charge WILL change from $20 to $40, Which basically means your still paying full price for the phone.

• check with Verizon but if you are getting a new line it will change if you are adding a line to your existing plan it may get grandfathered in but Verizon would be the best one to ask
