You do not need access to the internet to receive GPS data. GPS satellite transmissions are independent of cell/wifi data. The only thing the internet provides is mapping data, which of necessary you can download and save to local storage.

The Tab A9+ does have GPS capabilities, but you would need to be connected to the internet using either a hotspot or Wi-Fi connection.
