Yes you should be able to use it in your Windows PC.

You can definitely use it for photo and video storage on a PC although Windows might wear it out prematurely if used for something else. SD cards in general do not have the same wear control and performance as an SSD.
I would not use this to hold Windows programs but it's fine to hold pictures and videos

Yes. You'll just need to format it properly for Windows use. Likely NTFS. It works as a type of portable storage.
