Yes as a Windows 10 backup. Your iPhone will only back up to iCloud or you can back it up using iTunes running on your computer, you can then backup to this drive.

In a manner of speaking, absolutely.

You can of course back up Windows 10 using any variety of disk image or backup solutions available. Many are free. You back your phone up to your computer via iTunes. Then, by virtue of having backed up your computer, you will have a backup of your iPhone software. You could explicitly ask iTunes to do a backup of your phone to the external hard drive, but this is overkill if you are performing regular backups through iTunes and computer backups to the external drive via software.
