You create an account with Slingbox website and it plays on computers at no cost. Otherwise, it's $15 for Android device or iPad.

Once slingbox is setup and running, you can watch streaming video on any Mac /PC for free..... However, if you want to stream to your cellphone or tablets, you must buy the app for the device you are using, and it isn't exactly cheap...
