Not completely. It will dampen the sound but not completely cancel it. That is just not how the technology works with noise canceling. Noise cancelling works with constant sounds like jet engines, other music, a humming washer, etc. The microphones on the outside of the headphones will recreate the sound coming in and project it outward to cancel the sound coming in. This is easier done with constant wavelength sound vs. small loud bursts of sounds like dog barking.
