• By size, yes. As long as you don't fill it to full capacity. Maybe laptop, charger, keyboard and mouse. But check with the airline you plan on flying with.

• This would more depend on the rules of the airline and how the backpack was packed. Please check with the airline that you will be traveling with for confirmation on carry on sizing.
