• Our TCL Roku TVs need to be connected to the Internet in order to gain access to the smart features like mirroring or streaming. You could use your phone as a hotspot and stream directly on the TV. • The best way for what you want is to have your media on an external hard drive. Plug that into the USB and use the Roku media app. This will play whatever you have on your hard drive. It could work, in theory with your iPhone tethered, but I don't really know if the Roku os will recognize a cell phone.
