- Answer You do not have to activate it to use wi-fi. But I believe Google Voice requires an active phone number on the same device to activate. But you can use another voip app.

- Answer Yes, there are different tiers of service you can purchase. This will be a backup phone for me, so I chose the least expensive tier of $20 per month. You pay a little more for plans with more data. I think you can let service lapse, but you'd probably lose your phone # when you re-start service.
