“In the demo of the paper to computer version it says you can draw at any angle. In the demo of the Art Pen and Touch version it does not mention this but it does show them flat. Does it have to be lying flat on a surface?”

It does not have to be laying flat. I use it propped on my lap and at an angle all the time.
