“Do you have to turn off the water supply at the external valve before removing the water filter for replacement?”

Hi Keith! Though it is recommended to shut off the water supply prior to changing the water filter, it is not required. The water filter housing has a flap that will close when the filter is removed to prevent leaking. However, having the water supply still on may create additional pressure, making it more difficult to remove and replace the filter. ^Jecca

On the instructions it does tell you to tell off the water supply.

No , but the pressure from the water makes it more difficult to remove & replace the filter.
