Yes you can if your router has a USB port and the appropriate firmware to allow network sharing of a hard drive (almost all do) Check or Google your router documentation to see if yours supports this feature.

This just has USB off the back, you'd need something like a RasPi to connect it to and advertise it onto your network.

Yes, it may be accessed by other devices on the same network as the computer that it’s attached. We use it for media storage for our plex server.

You could indeed connect this to the USB port on your WiFi router that is designed for external USB storage and share the space with your networked computers. Check your WiFi router manual. You could also share this drive letter or a folder on it through Windows.
