“My oven Is baking at 400. The counter next to the oven is hot to the touch (not warm, hot!). The part of the oven by the control panel is super hot same with door handle.I’m very concerned for our safety!! Does anyone else have this issue? Is this broken?”

Your oven vent is at the back of the range top releasing excess heat and moisture from the oven. Don't block that. I bake bread at 495-500 degrees F. and do have some warmth on the counter tops adjacent to the range, but nothing that concerns me. Certainly the oven door glass gets hot, but I have not had problems with the door handle.
