The Battery Saver Software Within Windows 10 helps prolong the life of the internal battery by not charging the battery until the charge level within the battery drops below 80-percent. This helps the battery last longer. When you plug the charger in and the battery has a charge still above 80-percent, the battery indicator will show "plugged in, not charging". This is normal. Let the battery charge go below 50-percent, then plug the charger in and the battery will begin charging to 100-percent.
