Verizon changed policy after product shipped

Tested my tmobile sim card during set up and decided to purchase one for myself. I ordered on the 14th and despite qualifying for 2 day shipping, the product was not delivered until the 21st. Apparently verizon changed the policy during this window leaving me with a "locked" device even though it was unlocked when purchased. I will be returning this item and fighting the restocking fee since this was no longer the product I ordered.
