I apologize for the issue that you are experiencing.
If you purchase Webroot directly from Best Buy it is activated at the time of purchase as displayed on the front of the box.
If you bought a boxed copy it should not activate until the time that you install it.
If you would email me your keycode at communitysupport@webroot.com I would be happy to take a look at this for you.
