Light inappropriately flickers!

I had an electrician hook this up as it was too hard for the total tech team. The switch works as a dimmer but the light rapidly and inappropriately flickers at anything between maximum and minimum brightness. It is fine at max and fine a the minimum setting but not great between. Disappointing!
