A: This would replace an existing bulb in a recessed outlet, it does not come with the actual recessed housing.
Q: Can you turn on or off the lighting using the app?
A: Yes. You can use the app to turn it on/off. You can also use Alex or Google to turn on/off too. I use the Hue high hat with the Hue motion sensor. When someone walks in the room the hue motion sensor turns on the Hue high hats.
A: Yes these are dimmable through the Hue APP

A: From what I've read, these bulbs are okay outdoors, so long as they are protected from the elements. Hue makes some outdoor fixtures, but I'd think that an outdoor recessed light is pretty well protected anyways
