• I think you could by going to settings and then mouse, for I do not have this on both of my chromebooks

• Go to your User account and select your Home Page and delete Hoover.

• Go to Settings, Advanced Settings, Accessibility, uncheck box in front of Automatically click when mouse pointer stops.
