Yes, yes, and yes. Your TV needs HDMI capabilities to connect to the Chromebook. You can stream from usual online content providers, such as Netflix, YouTube, and Hulu. There are problems with some WWE Network content, especially the live shows. It's not compatible with Google Chrome browser.

I have one of these and I stream with my Google Cast Apps on a chromebook is more like a "bookmark" on the browser. There are a few exceptions like Hangouts where it's always on if you install that, but most of it look at it in the perspective of a bookmark on a web browser.
