“does this come with a hdmi 2.1 and if it does how come i can’t run 120fps or 180hz it only allows me to run 50hz on console and 75hz on pc max.”

This monitor has HDMI 2.0, but if you are capped at a low refresh rate, check the video card in the PC or console specs as the source device must also support the higher refresh rates.
