yes it does come with both.

It does come with a charger, it uses micro USB but you have to use the provided block to charge it. I bought a longer micro USB because the one provided was really short. Also I had the new windows and I didn’t like it, so I downloaded the Firefox and google chrome apps to access the internet.

It comes with Microsoft Edge which is like Internet Explorer and an AC charge cord. For Internet Explorer just download that. In order to have a mouse, printer, flash drive working at the same time with the Acer Tablet you will need a hub, otherwise you have to keep plugging and unplugging because there is only one usb port.

It doesn't need a charger, just plug it into a USB on your computer. This is a version of Seagate that works with IE.
