“Does this monitor actually have freesync? and if so can i turn it on or off or adjust it? it is not in any menu settings at all and freesync is mentioned only once in the manual while not telling me any information about it or any settings”

The monitor itself supports AMD Freesync, however the video card in the laptop/PC you are using must also support Freesync in order for the settings to show up. Here is a link that has information on how to do this: https://www.amd.com/en/support/kb/faq/dh-013
