• No, the wifi can be turned off. The WiFi is needed to upload photos from the app or email though - but once you get the photos on you can turn off the wifi if you don’t need to add more or plan to use the SD card/method.

• It does not. You can setup with out connecting to WIFI. You just need to exit the setup wizard. You can then use a 32GB or smaller SD card or USB thumb drive. Put your .jpg photos on the memory card and insert into the back of the frame. The frame can show photos directly from the card, or you can import.
