“Can this device be paired to a samsung s22? All it does is flash red and blue and my phone can't see it. I held the the pair button down and the red and blue went solid. When my phone saw it, it wouldn't pair to it.”

it will not pair with a phone as it is a transmitter. Not a reciever as would be needed for your phone to sync with it. Just think of headphones and speakers as receivers and phones and stereos and tvs as where this would transmit their audio signal via 3.5 mm audio jack.

You would use this to make a non bluetooth enabled source able to connect to bluetooth headphones or other receiver. It is also not a receiver/transmitter that could be used to bluetooth enable your car for phone use over the car speakers.
