• yes you can. You will need to update the wifi for the dot to be able to make it work in the new network however.

• Only if you connect to they're wifi and stay logged in a yourself. However, any of your friends smart devices wouldn't sink to it properly. Like I'd your friend has a smart lock on his/her front door, it would be registered to him/her and your Alexa would be registered to you. I guess you could allow temporary access though but seems like a lot of work. If your taking it to your friends house just to talk to it and play games then it should work.
