Yes you can you can even make calls directly from your Echo device

You can however, use the Alexa app on your phone to make voice announcements and "drop-in"s though it. ie. Push to talk on your Alexa phone app and say "Announce Dinner is Ready" then all your Alexa devices will announce your statement. Or "Alexa drop in to kitchen dot". This creates a two way conversation between the Alexa app and the Echo dot in the kitchen.
