When turning off product, turn volumn down very low. When you activate it to turn back on, it will remain as low as you left it when turning it off.

You may want to factory reset your device by pressing and holding both Volume Down and Action button (the circle button NOT the Mute button) for a full 30 second count. It will take a few minutes while it resets and turns back to set up mode. Once in set up mode, reset it back up in Alexa smartphone app. If it continues the same problem, I would recommend contacting Amazon Customer Service to troubleshoot further.
