Yes she can all she would have to say is Alexa drop in on and the persons name! I have Purchase multiple Devices and have them in different houses, 1 in Simi Valley, 2 in Burbank, 1 in Little Rock and the others on the east coast and since I purchased them I set them all up so that my family members can drop in on me and I can drop in on them at any time. I mailed them to them once they receive them and they were ready to sign them up I FaceTime them and set them up

Make sure you choose to sync her phone contacts with the Alexa app during set up. Video calls work Echo to Echo or via Skype, while drop in works like an instant connection between Echo devices.
