answer to first question, once any video is downloaded to Tablet yes you can view with out internet, 2nd question yes adult can use tablet I use it and Im 44 years old.

You need internet to setup the device or to browse the internet and installing the app.

Amazon account is required to setup the device. This is designed for kids; however, adult can also use it as all the parental controls and kids account are setup by an adult. Buy it if you have kids and you can use it too. In case, if you want an adult to use the device I recommend buying a Fire HD tablet.

Yes can be used by an adult. The only difference is the child’s one comes with the protective case. Internet is needed to download apps. Once apps are downloaded internet is not needed to use them.
