Yes you can, as long as both are connected to the same wifi network. For me, it shows an option on my mobile youtube/ipad youtube as "shabbir's fire stick" selecting which I can cast videos to my TV.

Yes but you MUST load an app on the Firestick and have it running when you want to stream
