Yes indeed, the Silk-Browser App is included on both Amazon Fire-Stick Types (1080-HD & 4K-Ultra).. We have both Versions of the Fire-Sticks, in our Home, and they all came with Silk.. BTW, there is an Optimized Version of Mozilla Firefox-Browser/App that can be downloaded, & runs on the Amazon Fire-Sticks.. Hope this helps..

If by silk app you meant silk web browser, then yes, the 4k firestick will support it but you will have to download and install it.
