The Firestik hooks into the TV, but does need a WI-FI source, but if the elderly person has some help with the set-up, the Firestik should work extremely well for any station that Pandora can access. And if that person is only using the IPad, it will work with the WI-FI hookup and a USB plug-in. It would, however, work better hooked into the TV.

Once paired, you can play any streaming music including Pandora form your iPad through this receiver. However, for your stated purpose, this receiver will be an overkill. Why not just buy them a bluetooth-enabled speaker (they range from a few bucks to several hundred dollars). That will keep things simple for an elderly person. I have added a few for your reference. Just a suggestion.
