I don't see why not. It uses wifi which is what hotspot acts like. I haven't tried it but should work. May have some difficulty with buffering occasionally.

I have been using my cellphone hot spot since I purchased my fire stick, I have not had any problems. I think it all depends on your data plan. Every now and then I get a little buffering, but I give it a second and it catches back up. It's working for me. Good luck and I hope this helps.
