The answer is no you don't have to pay monthly to get the device, however you need an internet connection, also unless your primary video content sources are youtube, and the web browser. You'll need to pay, to access Prime videos you'll need a prime subscription, netflix the same thing, and most of the cable content you'll need a TV service provider login.
