• It has a 30W max output of it's USB-C port. If you check your computers' specifications, you should be able to find how many watts your current charger uses and if it is USB-C

• I am not aware of the cable type Toshiba laptops operate under, but the charger will work just fine with any compatible device. Depending on the wattage intake of the computer, some devices may charge slower than other, but in the end it gets the job done.
