No this is not a charger. It is a USB hub to add USB-A ports via the computer's USB-C port. It can be used as a charging hub as well with a large USB charger block via the PD port. That is how I am using it when traveling. I found that by having USB-C to USB-A adapters with a 60 watt or higher USB charger it works as a charging hub for all of my USB devices.
