Interesting question. To my knowledge the Europeans use the same frequencies as North America; only the format is different. Or it was prior to digital. EIther way, the format is irrelevant. All that matters is that the frequencies are the same. If so then it will work in theory. Practically speaking you need to hook it up. Are televisions there connected using RG6 coax and F connectors? I ask because a relative brought back a universal TV from Italy and it worked fine, but took us forever to find the correct form factor for the antenna plug. Short answer, it should work in theory, but make sure you have the same connectors which is F type.

Can't tell, offer my opinion from experience in USA only. Distance from the TV station is important. Antenna height and direction are important as well. Obstacles play a big role in its reception. If the signal coming in is adequate at the distance you are from the station, and the frequency bands are the same as USA, it should. However, using it inside my house, it has not worked any better than those much cheaper. For 4K, the bandwidth capability needs to be wider than standard 1080p, It performs adequately, however atmospheric conditions cause a lot of signal breakup and interference, as well as obstacles, trees, buildings, and inside or outside antenna height etc. will affect reception. It does pretty good most of the time. But you need to aim the antenna toward the station and get it up to optimum height (you will have to experiment) to get the best reception.
